PMSC provides quality Facilities Maintenance and Management Services nationwide under its 03FAC GSA Schedule contract.
PMSC, a Woman-Owned Small Business has been in operation since March 1986. PMSC provides full facility support services and an expanding range of support services for Government and commercial properties throughout the United States. PMSC “walks the walk” regarding sustainability. PMSC has demonstrated its commitment by recommending and implementing cost saving improvements to GSA’s building management efficiencies through green technologies. Our corporate officers, Project Managers and supervisors are well versed in green technologies and leaders in Green, LEED, and energy conservation activities. They have earned energy related certifications, including Leadership in Energy and Environmental Design (LEED) and Certified Energy Managers (CEM) certifications. The Green Business Bureau has classified the PMSC Corporate headquarters as a “green” facility and recognized our environmentally friendly, ‘green’ activities, by awarding PMSC its Platinum certification.
PMSC has achieved company-wide implementation of the Globally Harmonized System of Classification and Labeling of Chemicals or Global Harmonized System (GHS) prior to the 1 June 2016 implementation date.
Our ‘best business practice’ of supervisory equipment tour inspections has enabled us to identify energy waste and to propose significant energy conservation recommendations in several of our GSA Schedule contracts. We use our extensive Quality Assurance program to verify compliance with the Government’s Green initiatives.
PMSC will use ‘green’ products to the maximum extent possible during the performance of Zone 1 BMO SB services. For example, when required to replace fluorescent tubes, we will replace tubes with environmentally friendly ‘green tip’ tubes. PMSC will use bio-based products where applicable.
Bio-based products remain our selected product of choice, with Government approval. If bio-based products are not available, we will procure and use “P” certified or “green seal” products. In addition, we will utilize the Green Procurement Compilation to order products and services, unless directed otherwise by the CO, or designee.

The Building Maintenance and Operations (BMO) Strategic Sourcing Initiative is a comprehensive and flexible contracting solution covering all high-demand BMO services. It is an open market, multiple-award, indefinite delivery, indefinite quantity (MA-IDIQ), and government wide contract vehicle supporting the strategic sourcing initiative to reduce costs and drive efficient purchasing by federal agencies.
There are both unrestricted and small business set aside programs available in the BMO vehicle to allow for large and small business participation. The BMO Small Business (SB) program has additional socio-economic categories to help agencies meet their contracting goals.

In past contracts, PMSC has fully complied with all safety/environmental requirements and effected energy savings. For example, PMSC has received Excellence in Energy awards at several sites for our energy resource conservation projects. At our Denver Federal Center (DFC) Team West—Building Operations and Maintenance (O&M) contract, PMSC received the Excellence in Energy Savings recognition from the Government for savings of over 22 percent in electrical usage, 30 percent water savings, and 24 percent gas reduction for one year in Building 67. In addition, PMSC has driven energy reductions for the other five buildings in this DFC Team West O&M contract. We have also received recognition for its energy conservation efforts in the Architect of the Capitol contract. One project, involving the replacement of parking lot lightening with LED lights resulted in significant savings to the Government. These are just two of the multiple awards PMSC has received for energy conservation efforts.
